His career began in 1987 as a Liaison Manager at Pennsylvania One Call. It was followed by a move to One Call Systems, Inc. in 1990, where he managed operations in Tennessee. In 1991 he led the deployment of the first One Call system in New York City. In 1994–1995, Bill oversaw the transition of Tennessee One Call from a vendor-run to a self-operated system. Since 1995, he has served as President and CEO of Tennessee811. He also co-founded One Calls of America in 1996 and became a founding shareholder of Progressive Partnering, Inc. in 1997.

Since joining Texas811 in 2004 at the call center level, Chris has steadily advanced through the organization. From 2012-2016, he served as Director of Operations, later becoming Executive Vice President and COO. In 2016, he was appointed President and CEO of Texas811, a role he continues to hold. Additionally, he has served as Co-Chair of OCSI since 2017.
